    Cut running time of locale_threads.t in thread-safe emulation

    Emulation takes longer than non-emulation.  This was resulting in
    unacceptable run times of this test file.  I have revised the test to
    use fewer threads and iterations when running under thread-safe
    emulation.

    This is about the lower limit I think is acceptable to still adequately
    test for race conditions.,  After doing this, on FreeBSD with
    TEST_JOBS=7, this test finishes well before the suite as a whole.
