    Tests: Separate global styles CSS validation tests.

    Move direct `validate_custom_css()` tests into a separate `WP_UnitTestCase` class, avoiding REST server and theme setup for each dataset. Preserve all 28 cases, their assertions, and independent dataset reporting.
