fix: dev: Align the checkconf root KSK cutoff with named-checkconf
The checkconf system test stopped expecting a warning for a root trust anchor containing only the 2026 KSK at 00:00 UTC on 11 October 2026, while named-checkconf keeps warning until
23:59 UTC that day, so every pipeline failed the test for that one day. The test now uses the same cutoff as the checker.
