    [ci] Speed up Core lint checkout with blobless history (#70518)

    ci: Speed up Core lint checkout with blobless history

    Core lint needs complete commit history for merge-base and branch diffs.
    Filter historical blobs while preserving fetch-depth zero and the current
    checkout behavior for every other project.

    Three hosted trials per arm reduced median checkout work from 51.96 to
    15.72 seconds with matching source trees, merge bases and diff hashes.
