    zebra: fix no explicit not resetting the uncompressed-f4024 range

    Running "no explicit" under "format uncompressed-f4024" leaves the
    configured explicit range in place, and the running config still
    shows it. The default is written to the uSID explicit
    wide-local-id-block field instead of the uncompressed explicit start.
    The format config is a union and these two fields do not overlap, so
    the configured value is never reset.

    Write the default to the uncompressed explicit start, as "no format
    uncompressed-f4024" already does. This has been wrong since commit
    51d3cd8a007d ("zebra: CLI to override default SID format config").
