    Build/Test Tools: Update Playwright to 1.64.1.

    Update `@playwright/test` from `1.61.1` to `1.64.1`, along with its `playwright` and `playwright-core` dependencies. This provides test-lock support for follow-up improvements to parallel E2E execution.
