    regex: retire fixed capture tests from run/todo.t

    GH #8267 and GH #16250 have passed since 77af3ea6c1 cleared captures
    when CURLYX chooses zero repetitions. Remove the stale TODO cases.

    GH #8267 already has ordinary regression coverage. Move GH #16250 to
    re_tests, keeping the original inputs and covering both assertion forms,
    with and without the outer lookahead.
