    ci : add oneDNN libraries to build-sycl workflows

    This commit add the Deep Neural Network Library (oneDNN) to the
    build-sycl workflows.

    The motivation for this is that after the sync with ggml there is an
    error thrown from cmake if oneDNN is not installed where it used to just
    fallback to a slower path.
