    Update caniuse data used by the CSS minifier (#69275)

    caniuse-api still resolved browserslist 4.19.3 and caniuse-lite from 2020,
    because incremental installs never revisited it. With current data, cssnano
    merges more rules with identical declarations, so the minified CSS is
    smaller with the same styling.
