    Tests: Make function test data providers static.

    Declare the data providers in `tests/phpunit/tests/functions/` as `public static` for compatibility with newer PHPUnit versions. Preserve their datasets and assertions. Make the daylight-saving-time helper static so the timezone provider does not require an instance.
