    Build/Test Tools: Raise the maximum PHP version for PHPStan.

    The `tests/phpstan/base.neon` file currently defines `80500` for `phpVersion.max`. Since WordPress 7.2 aims to be compatible with PHP 8.6 due out later this month, this is now set to `80600`.

    This also updates the `phpstan/phpstan` dependency's pinned version from `2.3.4` to `2.3.5`.
