Remove the unused Marketplace header background image (#69556)
* perf: Compress the Marketplace header background
Optimize 1 shipped image without changing file names, formats or dimensions.
The set shrinks from 45 KB to 34 KB (24%). Each file keeps a luma SSIM of at
least 0.98 against its trunk copy and a ssimulacra2 score of at least 80.
The files and numbers are in the PR description.

* perf: Keep the Marketplace header background lossless
The first version reduced the header to a 16-colour palette. The trunk
image holds 24 colours that form a smooth gradient, so the smaller
palette merged neighbouring steps and showed visible banding.
Use the lossless result instead: 45 KB down to 40 KB (12%) with identical
pixels. Stronger packers (zopfli, pngout, advpng) and ImageOptim give
the same size.

* chore: Remove the unused Marketplace header background image
The image is only referenced by a background-image declaration on
.wc-addons-wrap .marketplace-header. The markup for that header was
deleted in #47276 (html-admin-page-addons.php), so nothing renders the
class and the image has not loaded since.
Remove the image and the declaration. The rest of the legacy
marketplace CSS stays for the dead-code cleanup the Desire team is
following up on.

With the background image gone, background-position and
background-size on the same rule have nothing to position or size.
Remove them as a review suggested. The rest of the rule and the title
and tab rules stay for the follow-up dead-code cleanup.
