    Beta Tester: update plugin headers and add readme.txt (#69420)

    * Prepare 4.0.1 Beta Tester release

    Update plugin headers for WooCommerce.com validation: declare the
    GPL-2.0-or-later license, require WordPress 6.8, and mark as tested up to
    WordPress 7.1 and WooCommerce 11.2. Bump version to 4.0.1.

    * Make Beta Tester header update a regular change for the next release

    Drop the 4.0.1 version bump and changelog.txt edit; keep the plugin
    header fixes and add a changelog entry for the next release.

    * Add a readme.txt to Beta Tester
