    chg: dev: Intern configuration clause strings

    Configurations with a huge amount of zones lead to big abstract syntax trees composed mostly of string->cfg_obj_t maps, where the strings come from a known subset. With this change, we replace the string keys with indices in a string table. This substantially speeds up hashing, and therefore startup and rndc reconfig.
