    Implement "Followup improvements for ext/uri" RFC - WHATWG URL building (#22268)

    RFC: https://wiki.php.net/rfc/uri_followup#uri_building

    For now, supplying a (non-null) base URL to Uri\WhatWg\UrlBuilder::build() is not supported due to implementation complexity. This is going to be resolved as a followup.
