Merge PR #1846: Enable FFmpeg AV1/VVC/JPEG/JPEG2000 decode
Adds FFmpeg decode support for AV1, VVC, JPEG and JPEG2000 (gated on the
respective decoder being available in the linked FFmpeg). Followed by a
fix to interpret the JPEG2000 decoder's rgb24 output as YCbCr.
